The designed monument depicts a tall, circular, fluted column on a podium atop a raised plinth reached by stairs. The figure of Britannia stands on the column, wearing a plumed helmet and holding a spear in her right hand and a shield in her left. The base of the column is encircled by laurel wreaths. A bust of Admiral Lord Nelson sits atop the plinth and is accompanied by four angels, one on each corner of the plinth, representing Victory. Each angel holds a wreath and a palm branch. An inset on the podium depicts the figure of Britannia enthroned on the sea and holding a trident and the Britannia shield. An angel Victory holds a wreath over the head of Britannia while another angel flies above, playing a trumpet. In the water below, the figure of Neptune rides three horses and merpeople surround the throne.

Access is strictly by appointment only with the architectural archivist. Material dating from 1990 to the present day is not currently available for public consultation. Some records are subject to a closure period of 75 years under the Data Protection Act.
